Pilot town: Butere
Butere-Sabatia town is located is located in Butere sub-county, in central Marama ward, a short drive from Kakamega town.
Butere-Sabatia does not have established industries, apart from a few metal fabricators. Retail shops, butcheries, posho mills and bars dominate the informal sector. The main economic activity is agriculture, with maize farming constituting the majority of cultivated crops.
The Kakamega County Government has recognized the need to capacitate satellite towns such as Butere-Sabatia to ease the pressure on Kakamega town. This work has been commenced by setting up offices in all sub-counties to reduce traffic to headquarters.

Benjamin M. Orwa began his professional life as a lecturer, teaching in schools and colleges across Kenya for two decades, before moving on to serving as town clerk for various local authorities in the country. Equipped with an MBA he has gone on towork as a Sub Counties Administrator as well as Director of the Alcoholic Drinks Control Directorate in Kakamega County.
